Bonnie Galt Sinclair is Board Certified in Health Law by the Texas Board of Legal Specialization and focuses her practice in all areas of health law, including health care regulatory matters, risk management, operational compliance and business transactions. From her prior experiences as a risk manager and a registered nurse in a busy emergency department and cardiac intensive care unit, Bonnie has gained invaluable insight into the day-to-day challenges faced by health care providers.


  • Serves as counsel to hospitals and health systems, medical groups, physicians, long-term care facilities and other health care entities providing regulatory, operational, compliance and risk management guidance. 
  • Advises and counsels health care entities and medical groups regarding board governance, licensure and accreditation issues.
  • Assists hospital boards and medical staff leadership with issues regarding medical staff governance, credentialing, peer review, disciplinary actions and reporting.
  • Represents clients on a broad spectrum of federal and state regulatory issues, including the federal Health Care Quality Improvement Act (HCQIA), the Emergency Medical Treatment and Labor Act (EMTALA), the Drug Abuse Prevention and Control Act and similar state laws and regulations.
  • Counsels health care clients on federal and state fraud and abuse issues including the federal Anti-Kickback Law, the Stark Law, the False Claims and similar state laws and regulations and assists with responses to government investigations, inquiries, potential compensatory and reportable events.
  • Advises clients in matters regarding health information privacy, data security and digital/telehealth, including issues involving the Health Insurance Portability and Accountability Act (HIPAA) and similar state laws and regulations.
  • Advises and counsels academic medical centers on a broad range of issues including biomedical research on human subjects along with institutional and investigator compliance issues and graduate medical education (GME) program compliance, including guidance on the Accreditation Council for Graduate Medical Education (ACGME) standards, resident labor & employment issues, credentialing, peer review, disciplinary issues and administrative hearings.
  • Provides advice and counsel to hospital ethics committees regarding advance directives, end-of-life and other bioethical issues.
  • Advises and counsels health care entities and individuals regarding federal and state regulatory issues involving birth, death and anatomical gifts.
  • Advises health care clients on regulatory issues involving mental health and chemical dependency treatment.
  • Counsels clients on risk management, loss prevention, self-insurance, quality/performance improvement and safety issues.
  • Represents physicians, nurses, individuals and entities on licensure issues involving investigations, contested matters, administrative hearings and appeals before various state licensing boards, agencies and commissions.
  • Assists with regulatory support for litigation.
  • Provides corporate transaction structuring and general contracting advice.
