Firm Hosted Environmental Insights Webinar; Featured Panel Discussion of the Proposed Draft

Little Rock, Ark. – Attorneys Allan Gates and Jordan Wimpy served on a panel during the firm’s Environmental Insights Webinar, alongside Shon Simpson of GBMc & Associates and Ray Wieda of FTN Associates, Ltd. They discussed the Arkansas Division of Environmental Quality’s (DEQ) recently proposed “Draft Antidegradation Implementation Methodology,” one of the most important developments in the National Pollutant Discharge Elimination System (NPDES) permitting in Arkansas in decades. They explained the legal authority and limits of the antidegradation policy, reviewed the timeline for development of the DEQ’s implementation policy, and explored key concepts and critical issues posed by the draft implementation methodology.
Gates practices in the areas of environmental law and litigation. He is counsel to private parties, public interest groups, and trade associations in environmental regulatory matters and appears regularly before state agencies, including the Arkansas Department of Energy and Environment and the Arkansas Pollution Control and Ecology Commission. Gates also serves as defense counsel in hazardous waste and Superfund actions before state agencies, the Environmental Protection Agency (EPA) and in state and federal court.
Wimpy focuses his practice on environmental, agriculture, energy and natural resource issues. He regularly represents trade associations, utilities, and business clients in administrative rulemaking matters and all aspects of the environmental permitting, compliance and enforcement processes. Wimpy also advises and provides counsel to landowners negotiating conservation easements, utility easements, surface use agreements and environmental mitigation/reclamation standards for energy infrastructure projects.
