The Louisiana Department of Environmental Quality (“LDEQ”) and Cameron Interstate Pipeline, LLC (“Cameron”) entered into a settlement agreement (“SA”) addressing violations of the Louisiana Air regulations.
The SA provides that Cameron owns and/or operates a compressor station located in Moss Bluff, Louisiana (“facility”)
The facility is stated to operate under a Title V Air Permit and is subject to Clean Air Act new source performance standards subpart JJJJ.
LDEQ is stated to have identified the following alleged violations:
- Failure to conduct the required initial performance testing of seven non-certified compressor engines in accordance with 40 CFR 60.4243(b)2.
- Failure to submit the initial written notification of the construction commencement date for each of the compressor engines as required by and in accordance with 40CFR 60.4245(c).
- Failure to submit to LDEQ to protocol for initial performance testing 30 days before the testing begins.
- Failure to submit the results of the performance testing within 60 days of its completion.
Cameron denies it committed any violations or that it is liable for any fines, forfeitures and/or penalties.
The SA assesses a civil penalty of $13,000.
