The Texas Commission on Environmental Quality (“TCEQ”) announced the release of an updated Modeling and Effects Review Applicability guidance document (“Guidance”). See APDG 5874.
TCEQ intends for the document to provide a general process and define minimum considerations for staff air quality impacts analysis.
TCEQ states that the revisions to the guidance are intended to increase ease of use and clarity.
The revisions include limited technical changes and additional opportunities for streamlining the health impacts review process while continuing to ensure the protection of human health and welfare. The agency further notes that in restructuring the guidance, some of the less frequently used steps have been removed. Nevertheless, applicants are allowed to continue to request the use of such former steps for a case-by-case analysis.
