The National Association of Regulatory Utility Commissioners (“NARUC”) announced in a November 9th news release the appointment of 16 state public utility commissioners to the organization’s Natural Gas Partnership (“Partnership”) with the United States Department of Energy (“DOE”).
Arkansas Public Service Commissioner Kim O’Guinn is one of the 16 utility commissioners named to the Partnership.
NARUC describes the Partnership’s purpose as to:
. . . facilitate the exchange of information on emerging regulatory and technological solutions to advance the safety, reliability, resilience, affordability and environmental performance of the nation's natural gas infrastructure.
The Partnership is stated to have been initiated in July 2020.
NARUC President Brandon Presley is quoted in the news release as stating that the Partnership will examine issues related to natural gas regulations such as:
- leak detection
- liquefied natural gas
- cybersecurity
The Partnership is supported by DOE through the NARUC Center for Partnerships & Innovation.
Ms. O’Guinn has been with the Arkansas Public Service Commission since 2016. She formerly served as an Environmental Engineer with the Arkansas Department of Environmental Quality. Her Bachelor of Science in Environmental Engineering is from the University of Oklahoma where she was a National Aeronautics and Space Administration Fellow in the Space Grant Consortium/EPSCoR Program.
