Arkansas Department of Energy and Environment Secretary Shane Khoury announced that Division of Environmental Quality (“DEQ”) Director and Chief Administrator of the Environment, Mr. Caleb Osborne, is leaving to join the private sector.
Caleb has served as DEQ Director and Chief Administrator of the Environment since January of 2023.
Caleb had previously served as Associate Director in DEQ’s Office of Water Quality beginning in the Fall of 2015. He served as Associate Director until leaving DEQ to become Chief of Staff at the Arkansas Department of Parks, Heritage and Tourism in the Summer of 2019. During his DEQ tenure, he was elected a Regional Representative of the Association of Clean Water Administrators.
Caleb’s educational background includes a degree from the University of Arkansas and a Juris Doctorate from George Washington University, in Washington, D.C., and a Master of Public Administration from the George Bush School of Government and Public Service at Texas A&M University.
Secretary Khoury states in part in his announcement:
…In his time at E&E, Caleb has ushered in positive change and helped to advance the mission of E&E. I am thankful to Caleb for his friendship and service to DEQ and E&E and wish him the best of luck in his newest venture.
Ms. Bailey Taylor has been selected to serve as Interim Director and Chief Administrator of the Environment. She has been serving as the Interim DEQ Office of Air Quality Associate Administrator.
Prior DEQ positions held by Ms. Taylor include:
- Associate Environment Administrator.
- Office of Land Resources Branch Manager-Policy Administrator.
- Office of Water Quality-Enforcement Coordinator.
- Office of Water Quality-Enforcement Analyst.
Ms. Taylor holds a Bachelor of Science-Environmental Science degree from University of Central Arkansas.
