As previously noted, the agency’s petroleum storage tank program is both unique and important because it has potential significant impact on both service and small businesses. Besides its role in enforcement of the Underground Storage Tank (“UST”) regulations, the program has traditionally administered the Arkansas Storage Tank Trust Fund. The trust fund serves as the financial assurance mechanism for thousands of Arkansas UST owners and operators. It is especially important in a rural state such as Arkansas to ensure to the extent possible that businesses supplying motor fuel in such areas have some ability to continue to operate. Through the guidance of the agency’s personnel over the years, Arkansas’s Trust Fund has arguably been one of the most financial stable and well run in the nation.
Mr. Zweifel is a Professional Geologist. He has served in the agency’s tank programs for 11 years. His experience has included work in rural Arkansas counties assisting UST owners and operators in achieving compliance. Further, he has also served as a Geologist which involved assisting owners and operators and their consultants with petroleum remediation efforts.
Mr. Zweifel is currently serving on the Association for State and Territorial Solid Waste Management Officials LUST Task Force. This group is working with the United States Environmental Protection Agency in addressing the effect of 2015 regulations on petroleum remediation.
On a personal level, Mr. Zweifel is married to Lindsay and has two sons, Fred and Walter.
