Ms. Penny Wilson of the Arkansas Department of Energy & Environment – Division of Environmental Quality (“DEQ”) recently announced that she will retire at the end of April.
Penny currently serves as the Compliance Branch Manager in the Office of Land Resources.
Prior to beginning at what was then known as the Arkansas Department of Pollution Control and Ecology she served as a public school teacher and then worked for a defense contractor at the Pine Bluff Arsenal on the first demilitarization contract to dispose of stockpiled chemical munitions. She maintained the Chemical Personnel Reliability Program security clearance.
Penny’s first position at the agency was as a Hazardous Waste Division Inspector. She was subsequently promoted to Hazardous Waste Inspector Supervisor and then assumed her current position as Compliance Branch Manager. She has been involved with the Resource Conservation and Recovery Act (“RCRA”) Subtitle C program for 32 years. As a result, she is likely one of the most knowledgeable RCRA practitioners in the state.
Penny graduated in 1983 with a Bachelor of Science in Health and Physical Education from the University of Arkansas at Monticello.

- Arkansas Governmental Manager
- National Certified Public Manager
Penny has been active in the Washington, D.C., based organization of Association for State and Territorial Solid Waste Management Officials, serving on the:
- Recycling Task Force
- Chair of the Compliance Monitoring and Enforcement Task Force
- Hazardous Waste Funding Group
