Edward (“Ed”) Swaim will retire on March 31st from the Arkansas Natural Resources Commission (“ANRC”).
Ed has served as Chief of ANRC’s Water Management Division since October of 2010. The Water Management Division is responsible for determining statewide ground and surface water availability and demand, permitting 410 dams, managing the National Flood Insurance Program for Arkansas, administering two interstate water compacts, and reducing non-point source pollution through a non-regulatory, incentive based program.
Ed’s ANRC activities have included:
- Arkansas Water Plan Update
- Improving the Method of Assessing Water Use
- Formulation of Watershed Management Plans to Reduce Non-Point Source Pollution
- Statewide Drought Planning Workgroup Creation
He previously served as General Counsel of ANRC from 2003 to 2010 and Associate General Counsel from 1995-2001. His state service included a tenure as Assistant Attorney from 2001 to 2003. His public service also included ten years in the United States Army Reserve Judge Advocate General Corps.
Ed received a bachelor’s degree from Hendrix College and a law degree from the University of Arkansas at Little Rock.
Ed will be joining the Bayou Meto Irrigation District as Executive Director.
