The Louisiana Department of Environmental Quality (“LDEQ”) issued a Response to Comments/Notification of Final Permit Action (“Notification”) regarding the Morehouse BioEnergy, LLC (“Morehouse”) wood pellet manufacturing facility near Bastrop. Louisiana.
The Notification addressed the proposed renewal and modification of Permit No. 1920-00018-V2.
The issues addressed by LDEQ’s Notification included an Environmental Integrity Project (“EIP”) argument that the Morehouse facility is a Major Stationary Source under the Prevention of Significant Deterioration (“PSD”) program.
LDEQ concluded in response that it is including a compliance schedule requiring Morehouse to submit an application for a PSD permit. This will include installation of Best Available Control Technology for those regulated new source review pollutants for which potential emissions equal or exceed a significant amount as defined in LAC 33: III.509.B.
