The United States International Trade Commission (“ITC”) held a public hearing on August 15th addressing:
Crystalline Silicon Photovoltaic Cells (whether or not partially or fully assembled into other products)(“solar cells”)
The hearing was held in response to a May 2017 petition filed by Georgia solar cell manufacturer Suniva, Inc. seeking relief (tariffs) from foreign manufactured solar cells.
The ITC subsequently initiated in May a “global safeguarding” investigation. Such an investigation addresses whether import of a particular product causes or is threatening serious injury to a United States industry.
A determination that a substantial injury has occurred (primarily as a result of imported solar cells) could result in ITC crafting a remedy which would constitute a recommendation for Presidential action.
The calendar for the August 15th public hearing listed various categories of witnesses which included:
- State government witnesses
- Embassy witnesses
- Organizations in support of the petition
- Non-parties in support of the petition
- Organizations in opposition of the petition
- Non-parties in opposition of the petition
