The Agricultural Biorefinery Innovation and Opportunity Act of 2023 (“H.R. 6413”) was introduced into the United States House of Representatives on November 14th.
Sponsors include the following:
- Representative Nunn (R- Iowa)
- Representative Budzinski (D – Indiana)
- Representative Van Orden (R – Wisconsin)
- Representative Craig (D – Minnesota)
The stated purpose of H.R. 6413 is to amend the Farm Security and Rural Investment Act of 2002 to improve:
- Biorefinery manufacturing
- Renewable chemical manufacturing
- Biobased product manufacturing
- Reduction in energy cost
The objectives of H.R. 6413 are also stated to include improvements of the United States Department of Agriculture Biorefinery, Renewable Chemical, and Biobased Product Manufacturing Assistance Program by:
- Creating a grant within the program for the construction and expansion of new or existing biorefineries
- Expanding the types of biofuels that are eligible for funding, including ultra-low carbon bioethanol and zero-carbon ethanol
- Eliminating what is described as “bureaucratic red tape” that is stated to be impeding access to the funding, including a requirement of duplicative feasibility studies on already approved and commercially available technologies
- Increasing funding for the grant and loan program to $100 million annually over five years

- Senator Amy Klobuchar
