The Recycling Materials Association (“ReMA”) and 67 other organizations sent a November 19th letter to the following U.S. House of Representatives and Senate leaders supporting the advancement of the Recycling Infrastructure Accessibility Act (S. 1189/H.R. 6159) and the Recycling and Composting Accountability Act (S. 1194/H.R. 4040):
- The Honorable Mike Johnson, Speaker - U.S. House of Representatives.
- The Honorable Chuck Schumer, Majority Leader - U.S. Senate.

- The Honorable Mitch McConnell, Minority Leader - U.S. Senate.
- The Honorable Tom Carper, Chairman - U.S. Senate Committee on Environment and Public Works.
- The Honorable Shelley Moore Capito, Ranking Member - U.S. Senate Committee on Environment and Public Works.
The referenced organizations state that they are:
…calling for the timely passage of two bipartisan bills that will significantly improve recycling systems in the United States.
The legislation is co-authored and supported by United States Senator Boozman (Arkansas).
The letter supporting the advancement of the Bills notes that the legislation will:
- Help ensure that no community is left out of the recycling economy by establishing a pilot program designed to increase access to recycling services in rural and underserved areas.
- Establish reporting guidelines for recycling and composting programs to track performance over time and incentivize improvements.
Both Bills have advanced out of the United States Senate by unanimous consent in both the 117th and 118th Congresses.
The legislation had been introduced in the United States Senate’s Environment and Public Works Committee by Senators John Boozman, Tom Carper, and Shelley Moore Capito.
Senator Boozman, in commenting on the United States Senate’s previous passage of the Bills, stated:
…the answer to our problems needs to come from the ground up. The Recycling and Composting Accountability Act and the Recycling Infrastructure and Accessibility Act are the result of the efforts be stakeholders and folks who identified an issue and how they can be solved. Recycling helps reduce waste while also creating jobs and driving innovation. I applaud the Senate’s passage of these initiatives and urge my colleagues in the House of Representatives to follow the Senate’s lead and pass these bipartisan Bills.
