The United States Environmental Protection Agency (“EPA”) and Yong’s Car Wash, Inc. (“Yong’s”) entered into a September 19th Consent Agreement (“CA”) addressing alleged violations of the underground storage tank (“UST”) regulations. See Docket No. RCRA-03-2024-0124.
The CA provides that Yong’s is the owner and/or operator of UST systems at a car wash facility in Philadelphia, Pennsylvania.
EPA is stated to have conducted a compliance evaluation inspection of the facility on April 28th, 2022. At the time of the 2022 inspection, four USTs were stated to have been located at the facility.
The four USTs respectively contained:
- Kerosene.
- Diesel.
- Regular Gasoline.
- Ultra Gasoline.
The CA alleges that the following violations were identified:
- Failure to investigate suspected releases.
- Failure to maintain documentation of compliance with release detection requirements.
The CA assesses a civil penalty of $4,577.00.
