James (“Jim”) Ellis, who recently retired from the Little Rock District of the United States Army Corps of Engineers (Little Rock District) after 30 years of service, passed away on September 18th.
Jim had served for many years in the Little Rock District’s Regulatory Division.
In an April 3rd article from a Little Rock District publication, Regulatory Division Chief Sarah Chitwood is quoted as stating:
With a desire to mentor and share regulatory program knowledge, Jim has been instrumental in the successful growth of the Little Rock District Regulatory team. He is an absolute role model employee. I am fortunate to have had the opportunity to work directly alongside him for over seven years.
Jim earned a Master’s Degree in Biology from the University of Central Arkansas. However, his technical expertise included broad knowledge in the field of biology associated with environmental assessments, environmental impact statements, National Environmental Policy Act, regulatory and planning programs, compensatory stream and wetland mitigation, wetland delineations, jurisdictional determinations, and Endangered Species Act.
Jim is survived by his wife of 35 years, Tammy Ellis, two sons, a granddaughter and twin grandsons.
