The United States Army Corps of Engineers (“Corps”) (Vicksburg District) issued an August 22nd public notice regarding an application for a Section 404 permit for the discharge of dredged and/or fill material into waters of the United States in Pulaski County, Arkansas.
The public notice states that the applicant is SBC Investments, LLC of Tulsa, Oklahoma.
The applicant is stated to be proposing to construct a truck sales and service center which will include the construction of four sales and service buildings, access roads, and parking areas. The proposed project is stated to be located east of North Little Rock along Interstate-40.
The project is stated to potentially affect approximately 5.33 acres of jurisdictional wetlands due to the use of approximately 31,400 cubic yards of clean soil as fill material.
The applicant proposes to mitigate for the unavoidable loss of wetland functions and values through the purchase of mitigation credits from an approved mitigation bank. The mitigation bank would be located within a service area that includes the same 8-digit HUC unit 08040203.
