The United States Environmental Protection Agency (“EPA”) announced that President Biden will appoint Dr. Earthea Nance as the Regional Administrator for Region 6.
The announcement was made by EPA Administrator Michael S. Regan.
EPA is composed of 10 regions. Region 6 is based in Dallas, Texas. The states included in Region 6 are:
- Arkansas
- Louisiana
- New Mexico
- Oklahoma
- Texas
Region 6 also includes Tribal Nations.
Note that Arkansas has obtained delegation of every relevant federal environmental program. As a result, it is the primary agency that implements and enforces the relevant federal environmental statutes and regulations in the State of Arkansas. Nevertheless, EPA, and in particular EPA Region 6, have some direct and/or indirect role in oversight of various permitting and implementation activities in the state.
Dr. Nance is an Environmental Engineer who holds a Ph.D. degree in Environmental Engineering from Stanford University. She also as M.S. and B.S. degrees in Civil and Environmental Engineering from the University of California-Davis.
Dr. Nance is an Associate Professor in the Barbara Jordan-Mickey Leland School of Public Affairs at Texas Southern University. She holds joint faculty appointments in the Department of Urban Planning and Environmental Policy and Department of Political Science. Further, prior to arriving at Texas Southern University, she was Assistant Professor of Environmental Planning and Hazard Mitigation at the University of New Orleans. She has also served as Director of Disaster Mitigation and Planning for the City of New Orleans after Hurricane Katrina, managing $60 million in flood mitigation funds.

Her articles have appeared in Public Administration Review; Journal of Planning Education and Research; Journal of Contemporary Water Research & Education; Duke Forum for Law & Social Change; and the American Journal of Evaluation.
