The Arkansas Department of Energy & Environment – Division of Environmental Quality (“DEQ”) announced that the Arkansas Wastewater Licensing Committee (“Committee”) will hold one of its regular meetings on February 9th.
The Committee meeting will be held via the Zoom online meeting platform at 10:30 a.m. on that date.
The Committee is an advisory committee to the Arkansas Pollution Control & Ecology Commission (“APC&EC”) and DEQ.
APC&EC Rule 3 established the Committee which has the power and duty to:
- Establish its administrative policies and guidelines
- Conduct inquiries and establish finding to advise the APC&EC on irregularities in the management of the licensing program
- Conduct inquiries and establish facts to advise the APC&EC and DEC on the actions of the licensees
- Recommend administrative sanctions as necessary to promote the professional integrity of wastewater licensees
Seven Committee members are appointed by the APC&EC and represent:
- Wastewater treatment facilities
- Private industry
- Sanitary engineering or water-related discipline faculty of an accredited college, university, or professional school in Arkansas
- An Executive Secretary who is either the DEQ Director or a qualified DEQ staff member
DEQ’s Wastewater Licensing Program Coordinator also attends Committee meetings.
All wastewater treatment plants must have a licensed operator. Requirements for the licensees of wastewater treatment plant operators are provided in APC&EC Rule 3. These licenses are obtained by completing approved training and passing an examination.
License types for municipal facilities include:
- Class I
- Class II
- Class III
- Class IV
Basic and advanced levels for industrial facilities are provided.
The February Committee meeting is open to the public during the public portion of the meeting.
The February 9th Committee meeting is stated to include reports on financial and wastewater licensing issues and wastewater operator training courses.
